Xceed Staffing is looking a Payroll Manager for a company located in the East Bay.
***Experience with Time & Attendance is required***

As an individual contributor, the Payroll Manager will be responsible for all aspects of administrating US and International payroll functions.  Overall management and analysis of payroll operations and related activities to ensuring timely and accurate payments to employees, compliance with regulatory requirements, and effective management of third party processors.  This position partners closely with Human Resources to correctly capture employee events that impact payroll and benefits processing.  The role will also include supporting the Corporate Controller with general ledger accounting support in addition to payroll related.


  • Manage US and International payroll to ensure that payroll is ran accurately, timely, efficiently in compliance with all country, federal, state, local payroll and regulatory requirements.  This including but not limited semi-monthly payroll, usage of paid and unpaid leave, jury duty, garnishments and levies, new hires, deductions termination, manual checks, PTO, etc.
  • Manage master file record updates (e.g. new hire data input) ensuring accuracy against supporting documents and changes to employee status’
  • Ensure that hourly employees are properly set up in the Company’s time card system, facilitating timely and accurate reporting of hours worked via import into the ADP payroll system
  • Stay abreast of payroll legislations impacting Company’s domestic and international entities, and coordinate with appropriate internal and external parties to ensure compliance
  • Develop and maintain in-depth understanding of payroll requirements unique to non-US entities to support compliance
  • Perform trend analyses on compensation data, employee headcount, pay, variable compensation, overtime and special programs to identify and provide early visibility to organizational needs and budget risks.
  • Responsible and ensure all payroll activities are posted to the general ledger and payroll accounts are reconciled timely and accurately, including month-end, year-end, bonus, commissions, and PTO accruals.
  • Develop and implement payroll process, policies and procedures to ensure proper internal controls and efficiency.
  • Manage any payroll related audits, 401(k), workers compensation, etc.….
  • Review all Quarterly and Annual Tax filings, including Forms W-2, 1099, addressing any exceptions and errors prior to finalization
  • Manage 401K contributions, matches, discrimination reporting
  • Vigorously safeguard all employee and payroll confidential information
  • Provide ad-hoc support and services as needed
  • Advance level experience with ADP WorkForceNow (Time and Attendance)
  • ERP systems similar to NetSuite, Microsoft Dynamics or Sage
  • Proficient in Microsoft Offices
  • Over seven years of end-to-end payroll processing experience for companies with 200+ employees, with multiple US locations and foreign entities.
  • Strong knowledge of Federal, State (California) wage and labor laws, as well as requirements of other States
  • Experience administrating 401K Plans
  • CPP designation preferred
  • Bachelor’s degree in Accounting/Finance or Related Business Administration
